Robert David Steele - The Open Source Revolution Is Coming and It Will Conquer the 1%

 

Nafeez Mosaddeq Ahmed is the author of A User's Guide to the Crisis of Civilization: And How to Save It (2010) - and he is also a columnist for The Guardian (UK). In this recent article, Ahmed speaks with Robert David Steele, author of book, The Open-Source Everything Manifesto: Transparency, Truth and Trust (2012), and summarizes his work.

Here is a summary of the book, published by Evolver Editions:
What the world lacks right now—especially the United States, where every form of organization from government to banks to labor unions has betrayed the public trust—is integrity. This is a fascinating article - and there is quite a bit of higher order thinking apparent here.

Robert David Steele, former Marine, CIA case officer, and US co-founder of the US Marine Corps intelligence activity, is a man on a mission. But it's a mission that frightens the US intelligence establishment to its core.

With 18 years experience working across the US intelligence community, followed by 20 more years in commercial intelligence and training, Steele's exemplary career has spanned almost all areas of both the clandestine world.

Steele started off as a Marine Corps infantry and intelligence officer. After four years on active duty, he joined the CIA for about a decade before co-founding the Marine Corps Intelligence Activity, where he was deputy director. Widely recognised as the leader of the Open Source Intelligence (OSINT) paradigm, Steele went on to write the handbooks on OSINT for NATO, the US Defense Intelligence Agency and the U.S. Special Operations Forces. In passing, he personally trained 7,500 officers from over 66 countries.

In 1992, despite opposition from the CIA, he obtained Marine Corps permission to organise a landmark international conference on open source intelligence – the paradigm of deriving information to support policy decisions not through secret activities, but from open public sources available to all. The conference was such a success it brought in over 620 attendees from the intelligence world.

But the CIA wasn't happy, and ensured that Steele was prohibited from running a second conference. The clash prompted him to resign from his position as second-ranking civilian in Marine Corps intelligence, and pursue the open source paradigm elsewhere. He went on to found and head up the Open Source Solutions Network Inc. and later the non-profit Earth Intelligence Network which runs the Public Intelligence Blog.

I first came across Steele when I discovered his Amazon review of my third book, The War on Truth: 9/11, Disinformation and the Anatomy of Terrorism. A voracious reader, Steele is the number 1 Amazon reviewer for non-fiction across 98 categories. He also reviewed my latest book, A User's Guide to the Crisis of Civilization, but told me I'd overlooked an important early work – 'A More Secure World: Our Shared Responsibility, Report of the UN High-Level Panel on Threats, Challenges, and Change.'

Last month, Steele presented a startling paper at the Libtech conference in New York, sponsored by the Internet Society and Reclaim. Drawing on principles set out in his latest book, The Open-Source Everything Manifesto: Transparency, Truth and Trust, he told the audience that all the major preconditions for revolution – set out in his 1976 graduate thesis – were now present in the United States and Britain.

Steele's book is a must-read, a powerful yet still pragmatic roadmap to a new civilisational paradigm that simultaneously offers a trenchant, unrelenting critique of the prevailing global order. His interdisciplinary 'whole systems' approach dramatically connects up the increasing corruption, inefficiency and unaccountability of the intelligence system and its political and financial masters with escalating inequalities and environmental crises. But he also offers a comprehensive vision of hope that activist networks like Reclaim are implementing today.

"We are at the end of a five-thousand-year-plus historical process during which human society grew in scale while it abandoned the early indigenous wisdom councils and communal decision-making," he writes in The Open Source Everything Manifesto. "Power was centralised in the hands of increasingly specialised 'elites' and 'experts' who not only failed to achieve all they promised but used secrecy and the control of information to deceive the public into allowing them to retain power over community resources that they ultimately looted."

Today's capitalism, he argues, is inherently predatory and destructive:
"Over the course of the last centuries, the commons was fenced, and everything from agriculture to water was commoditised without regard to the true cost in non-renewable resources. Human beings, who had spent centuries evolving away from slavery, were re-commoditised by the Industrial Era."
Open source everything, in this context, offers us the chance to build on what we've learned through industrialisation, to learn from our mistakes, and catalyse the re-opening of the commons, in the process breaking the grip of defunct power structures and enabling the possibility of prosperity for all.
"Sharing, not secrecy, is the means by which we realise such a lofty destiny as well as create infinite wealth. The wealth of networks, the wealth of knowledge, revolutionary wealth - all can create a nonzero win-win Earth that works for one hundred percent of humanity. This is the 'utopia' that Buckminster Fuller foresaw, now within our reach."
The goal, he concludes, is to reject:
"... concentrated illicitly aggregated and largely phantom wealth in favor of community wealth defined by community knowledge, community sharing of information, and community definition of truth derived in transparency and authenticity, the latter being the ultimate arbiter of shared wealth."
Despite this unabashedly radical vision, Steele is hugely respected by senior military intelligence experts across the world. As a researcher at the US Army War College's Strategic Studies Institute, he has authored several monographs advocating the need for open source methods to transform the craft of intelligence. He has lectured to the US State Department and Department of Homeland Security as well as National Security Councils in various countries, and his new book has received accolades from senior intelligence officials across multiple countries including France and Turkey.

Yet he remains an outspoken critic of US intelligence practices and what he sees as their integral role in aggravating rather than ameliorating the world's greatest threats and challenges.

This week, I had the good fortune of being able to touch base with Steele to dig deeper into his recent analysis of the future of US politics in the context of our accelerating environmental challenges. The first thing I asked him was where he sees things going over the next decade, given his holistic take.

"Properly educated people always appreciate holistic approaches to any challenge. This means that they understand both cause and effect, and intertwined complexities," he said. "A major part of our problem in the public policy arena is the decline in intelligence with integrity among key politicians and staff at the same time that think tanks and universities and non-governmental organisations have also suffered a similar intellectual diminishment.

"My early graduate education was in the 1970's when Limits to Growth and World Federalism were the rage. Both sought to achieve an over-view of systemic challenges, but both also suffered from the myth of top-down hubris. What was clear in the 1970s, that has been obscured by political and financial treason in the past half-century, is that everything is connected – what we do in the way of paving over wetlands, or in poisoning ground water 'inadvertently' because of our reliance on pesticides and fertilisers that are not subject to the integrity of the 'Precautionary Principle,' ultimately leads to climate catastrophes that are acts of man, not acts of god."

He points me to his tremendous collection of reviews of books on climate change, disease, environmental degradation, peak oil, and water scarcity. "I see five major overlapping threats on the immediate horizon," he continues. "They are all related: the collapse of complex societies, the acceleration of the Earth's demise with changes that used to take 10,000 years now taking three or less, predatory or shock capitalism and financial crime out of the City of London and Wall Street, and political corruption at scale, to include the west supporting 42 of 44 dictators. We are close to multiple mass catastrophes."

What about the claim that the US is on the brink of revolution? "Revolution is overthrow – the complete reversal of the status quo ante. We are at the end of centuries of what Lionel Tiger calls 'The Manufacture of Evil,' in which merchant banks led by the City of London have conspired with captive governments to concentrate wealth and commoditise everything including humans. What revolution means in practical terms is that balance has been lost and the status quo ante is unsustainable. There are two 'stops' on greed to the nth degree: the first is the carrying capacity of Earth, and the second is human sensibility. We are now at a point where both stops are activating."

It's not just the US, he adds. "The preconditions of revolution exist in the UK, and most western countries. The number of active pre-conditions is quite stunning, from elite isolation to concentrated wealth to inadequate socialisation and education, to concentrated land holdings to loss of authority to repression of new technologies especially in relation to energy, to the atrophy of the public sector and spread of corruption, to media dishonesty, to mass unemployment of young men and on and on and on."

So why isn't it happening yet?

"Preconditions are not the same as precipitants. We are waiting for our Tunisian fruit seller. The public will endure great repression, especially when most media outlets and schools are actively aiding the repressive meme of 'you are helpless, this is the order of things.' When we have a scandal so powerful that it cannot be ignored by the average Briton or American, we will have a revolution that overturns the corrupt political systems in both countries, and perhaps puts many banks out of business. Vaclav Havel calls this 'The Power of the Powerless.' One spark, one massive fire."

But we need more than revolution, in the sense of overthrow, to effect change, surely. How does your manifesto for 'open source everything' fit into this? "The west has pursued an industrialisation path that allows for the privatisation of wealth from the commons, along with the criminalisation of commons rights of the public, as well as the externalisation of all true costs. Never mind that fracking produces earthquakes and poisons aquifers – corrupt politicians at local, state or province, and national levels are all too happy to take money for looking the other way. Our entire commercial, diplomatic, and informational systems are now cancerous. When trade treaties have secret sections – or are entirely secret – one can be certain the public is being screwed and the secrecy is an attempt to avoid accountability. Secrecy enables corruption. So also does an inattentive public enable corruption."

Is this a crisis of capitalism, then? Does capitalism need to end for us to resolve these problems? And if so, how? "Predatory capitalism is based on the privatisation of profit and the externalisation of cost. It is an extension of the fencing of the commons, of enclosures, along with the criminalisation of prior common customs and rights. What we need is a system that fully accounts for all costs. Whether we call that capitalism or not is irrelevant to me. But doing so would fundamentally transform the dynamic of present day capitalism, by making capital open source. For example, and as calculated by my colleague JZ Liszkiewicz, a white cotton T-shirt contains roughly 570 gallons of water, 11 to 29 gallons of fuel, and a number of toxins and emissions including pesticides, diesel exhaust, and heavy metals and other volatile compounds – it also generally includes child labor. Accounting for those costs and their real social, human and environmental impacts has totally different implications for how we should organise production and consumption than current predatory capitalism."

So what exactly do you mean by open source everything? "We have over 5 billion human brains that are the one infinite resource available to us going forward. Crowd-sourcing and cognitive surplus are two terms of art for the changing power dynamic between those at the top that are ignorant and corrupt, and those across the bottom that are attentive and ethical. The open source ecology is made up of a wide range of opens – open farm technology, open source software, open hardware, open networks, open money, open small business technology, open patents – to name just a few. The key point is that they must all develop together, otherwise the existing system will isolate them into ineffectiveness. Open data is largely worthless unless you have open hardware and open software. Open government demands open cloud and open spectrum, or money will dominate feeds and speeds."

On 1st May, Steele sent an open letter to US vice president Joe Biden requesting him to consider establishing an Open Source Agency that would transform the operation of the intelligence community, dramatically reduce costs, increasing oversight and accountability, while increasing access to the best possible information to support holistic policy-making. To date, he has received no response.

I'm not particularly surprised. Open source everything pretty much undermines everything the national security state stands for. Why bother even asking vice president Biden to consider it? "The national security state is rooted in secrecy as a means of avoiding accountability. My first book, On Intelligence: Spies and Secrecy in an Open World – which by the way had a foreword from Senator David Boren, the immediate past chairman of the Senate Select Committee for Intelligence - made it quite clear that the national security state is an expensive, ineffective monstrosity that is simply not fit for purpose. In that sense, the national security state is it's own worst enemy – it's bound to fail."

Given his standing as an intelligence expert, Steele's criticisms of US intelligence excesses are beyond scathing – they are damning. "Most of what is produced through secret methods is not actually intelligence at all. It is simply secret information that is, most of the time, rather generic and therefore not actually very useful for making critical decisions at a government level. The National Security Agency (NSA) has not prevented any terrorist incidents. CIA cannot even get the population of Syria correct and provides no intelligence - decision-support - to most cabinet secretaries, assistant secretaries, and department heads. Indeed General Tony Zinni, when he was commander in chief of the US Central Command as it was at war, is on record as saying that he received, 'at best,' a meagre 4% of what he needed to know from secret sources and methods."

So does open source mean you are calling for abolition of intelligence agencies as we know them, I ask. "I'm a former spy and I believe we still need spies and secrecy, but we need to redirect the vast majority of the funds now spent on secrecy toward savings and narrowly focused endeavors at home. For instance, utterly ruthless counterintelligence against corruption, or horrendous evils like paedophilia.

"Believe it or not, 95% of what we need for ethical evidence-based decision support cannot be obtained through the secret methods of standard intelligence practices. But it can be obtained quite openly and cheaply from academics, civil society, commerce, governments, law enforcement organisations, the media, all militaries, and non-governmental organisations. An Open Source Agency, as I've proposed it, would not just meet 95% of our intelligence requirements, it would do the same at all levels of government and carry over by enriching education, commerce, and research – it would create what I called in 1995 a 'Smart Nation.'

"The whole point of Open Source Everything is to restore public agency. Open Source is the only form of information and information technology that is affordable to the majority, interoperable across all boundaries, and rapidly scalable from local to global without the curse of overhead that proprietary corporations impose."

It's clear to me that when Steele talks about intelligence as 'decision-support,' he really does intend that we grasp "all information in all languages all the time" – that we do multidisciplinary research spanning centuries into the past as well as into the future. His most intriguing premise is that the 1% are simply not as powerful as they, and we, assume them to be. "The collective buying power of the five billion poor is four times that of the one billion rich according to the late Harvard business thinker Prof C. K. Prahalad – open source everything is about the five billion poor coming together to reclaim their collective wealth and mobilise it to transform their lives. There is zero chance of the revolution being put down. Public agency is emergent, and the ability of the public to literally put any bank or corporation out of business overnight is looming. To paraphrase Abe Lincoln, you cannot screw all of the people all of the time. We're there. All we lack is a major precipitant – our Tunisian fruit seller. When it happens the revolution will be deep and lasting."

The Arab spring analogy has its negatives. So far, there really isn't much to root for. I want to know what's to stop this revolution from turning into a violent, destructive mess. Steele is characteristically optimistic. "I have struggled with this question. What I see happening is an end to national dictat and the emergence of bottom-up clarity, diversity, integrity, and sustainability. Individual towns across the USA are now nullifying federal and state regulations - for example gag laws on animal cruelty, blanket permissions for fracking. Those such as my colleague Parag Khanna that speak to a new era of city-states are correct in my view. Top down power has failed in a most spectacular manner, and bottom-up consensus power is emergent. 'Not in my neighborhood' is beginning to trump 'Because I say so.' The one unlimited resource we have on the planet is the human brain – the current strategy of 1% capitalism is failing because it is killing the Golden Goose at multiple levels. Unfortunately, the gap between those with money and power and those who actually know what they are talking about has grown catastrophic. The rich are surrounded by sycophants and pretenders whose continued employment demands that they not question the premises. As Larry Summers lectured Elizabeth Warren, 'insiders do not criticise insiders.'"

But how can activists actually start moving toward the open source vision now? "For starters, there are eight 'tribes' that among them can bring together all relevant information: academia, civil society including labor unions and religions, commerce especially small business, government especially local, law enforcement, media, military, and non-government/non-profit. At every level from local to global, across every mission area, we need to create stewardship councils integrating personalities and information from all eight tribes. We don't need to wait around for someone else to get started. All of us who recognise the vitality of this possibility can begin creating these new grassroots structures from the bottom-up, right now."

So how does open source everything have the potential to 're-engineer the Earth'? For me, this is the most important question, and Steele's answer is inspiring. "Open Source Everything overturns top-down 'because I say so at the point of a gun' power. Open Source Everything makes truth rather than violence the currency of power. Open Source Everything demands that true cost economics and the indigenous concept of 'seventh generation thinking' – how will this affect society 200 years ahead – become central. Most of our problems today can be traced to the ascendance of unilateral militarism, virtual colonialism, and predatory capitalism, all based on force and lies and encroachment on the commons. The national security state works for the City of London and Wall Street – both are about to be toppled by a combination of Eastern alternative banking and alternative international development capabilities, and individuals who recognise that they have the power to pull their money out of the banks and not buy the consumer goods that subsidise corruption and the concentration of wealth. The opportunity to take back the commons for the benefit of humanity as a whole is open – here and now."

For Steele, the open source revolution is inevitable, simply because the demise of the system presided over by the 1% cannot be stopped – and because the alternatives to reclaiming the commons are too dismal to contemplate. We have no choice but to step up.

"My motto, a play on the CIA motto that is disgraced every day, is 'the truth at any cost lowers all other costs'", he tells me. "Others wiser than I have pointed out that nature bats last. We are at the end of an era in which lies can be used to steal from the public and the commons. We are at the beginning of an era in which truth in public service can restore us all to a state of grace."

Edward Berge - Review of Jeremy Rifkin's "The Zero Marginal Cost Society"

Ed Berge has been reviewing the new book from Jeremy Rifkin, The Zero Marginal Cost Society: The Internet of Things, the Collaborative Commons, and the Eclipse of Capitalism, over at his Postmetaphysical Spirituality forum. All of the individual posts from that thread have been organized into a lengthy article that was posted at Integral World. It's an interesting book that will end up in my stack of things to read.

Review of Jeremy Rifkin's "The Zero Marginal Cost Society"

This is a review of Jeremy Rifkin's new book, The Zero Marginal Cost Society: The Internet of Things, the Collaborative Commons, and the Eclipse of Capitalism (NY: Palgrave Macmillan, 2014). It is excerpted from the Integral Postmetaphysical Spirituality forum thread of the same name.
Granted the complete demise of capitalism is a long way off, it being mixed with the Commons for some time to come. 
In chapter 1 [The Great Paradigm Shift from Market Capitalism to the Collaborative Commons] he discusses how monopolies intentionally thwart competition and innovation so as to maintain their stranglehold. But he claims entrepreneurs will find a way around it and end up forcing competition with better tech and price reductions (6). Larry Summers 2001 paper acknowledges the emerging information economy was indeed moving to near marginal cost, but Summers didn't propose something like Rifkin, instead recommending “short-term natural monopolies” (8).

Recall Summers was Obama's pick for Director of the National Economic Council. His policy suggestions were well in line with his promotion of “natural monopolies,” as his resume attests. And we're seeing exactly this economic philosophy at play with FCC Chairman Wheeler's proposed pay-to-play rules, where the ISP monopolies will destroy internet neutrality. Recall that Wheeler was another Obama pick, and was a former, and will return to being, a cable and wireless lobbyist. While Obama claims to back income equality and net neutrality he appoints the likes of Summers and Wheeler who make no bones about their support of monopolies. And without net neutrality good bye to Rifkin's entire plan, which requires it to succeed.[1]

 
Chapter 2 [The European Enclosures and the Birth of the Market Economy] was about the transition from a feudal to market economy. The feudal system was based on the Great Chain of Being, a strict theological and hierarchical structure with God at the apex. Property was communally shared based on one's position in the chain. It was when property became 'enclosed' that it turned into private ownership. And with this the shift from a theological Great Chain to a more secular worldview of individual rights, at least for those that owned property. The hierarchy was retained on a societal level but now based on property instead of God. We might also say that these conditions led to the widespread emergence of egoic rationality for said individual property owners.

We can see that Wilber retains the Great Chain in its transcend and include philosophy.[2] Granted there is no longer pre-fixed Platonic forms but it does retain the morphogenetic gradient which involves from Spirit, or God by another name. Sure evolution plays its part, but it still must follow this gradient back up to Spirit. And we can directly experience Spirit via meditative techniques. We will then interpret Spirit through our evolutionary level, but given proper evolution through transcend-and-include, and proper meditative training, we can and do advance up the chain back toward God. This structure is feudal and theological to the core.

Wilber, like the transition to a market economy, retained the hierarchy but also included the shift to individual private property. Along with this came the notion that one was better than others based on their degree of private ownership, if not God. Granted those still into religion combined that into the belief that God favored those who owned more, even in secular circles this better than thou attitude prevailed. It was through one's hard work and merit that they earned a higher socio-economic status. And those without such status deserved their lot due to sloth and laziness.

Or in the case of Wilber, not evolving enough based on its own theological Great Chain structure, combined with its market-based private property rights. There too is a version of the “if you can manifest money and own more private property it's a sign of your spiritual progress.” There is no sign of evolving into the kind of commons Rifkin promotes, or the kind of consciousness that goes with it. Or any analysis of the energy-communication infrastructure that goes along with that. Wilber is still stuck in both the feudal and market economic and consciousness models.

Chapter 3 [The Courtship of Capitalism and Vertical Integration] is on the first two industrial revolutions, which required vast amounts of capital to build its infrastructure. It also required vertical integration of huge organizational structures with top-down hierarchical control which he calls not coincidentally “rationalization.” I suggest that this is the rationalized Great Chain hierarchy[3] we saw from the feudal era, where due to public education we entered the formal rational mode. All of which also saw the emergence of the legal rights of individuals.

On 55 Rifkin notes that while greed, deregulation and corruption certainly plays a part in what capitalism has become, he also asserts that this structure was a natural process for this sort of communication-energy-consciousness regime that provided a general increase in the standard of living for all. It's what Wilber calls the dignity and disaster of the era. For now I simply note that in the emerging Commons era the capitalist structure has reached the point where its disasters outweigh its dignities. And, as Rifkin said, its own impetus for ever-increasing productivity at lower marginal costs has made itself near obsolete.

Chapter 4 [Human Nature through a Capitalist Lens] is a quick run through of the accompanying worldviews from feudal to capitalism. He starts by noting that worldviews justify themselves as the ways things are, either by divine or natural order. The feudal Great Chain promised salvation by knowing one's place in the hierarchy and doing one's duty. In the transitional medieval market economy this shifted to one's hard labor, earnings and property as signs that one was favored by God, which shifted to a more secular notion of one's autonomy and worth as equivalent with one's property.

When the market economy transitioned into capitalism there arose much more vigorous defense of individualism tied with private property as inherent to human nature. Utilitarianism became the defining worldview justification. This led Herbert Spencer to twist Darwin's idea's into social Darwinism, a justification for “survival of the fittest.” Darwin was aghast at such a torturous distortion of his work.

Nonetheless Spencer saw the way of things thusly: “...all structures in the universe develop from a simple, undifferentiated state, to an every more complex and differentiated state, characterized by greater integration of the various parts” (64). Therefore only the most complex and vertically integrated business should survive, as this was natural to evolutionary development. All of which leads to oligopoly with its hierarchical and centralized command and control. This remains the dominant and regressive Republican view today in the US. And I might add the predominant spiritual, philosophical and economic Wilberian view as well.

Not to fret. At the end of the chapter Rifkin assures us that complexity is not synonymous with such a structure. As I've been saying, there is another kind of complexity as explored in this thread. That's where the emerging structure of the collaborative commons comes in, featured in the coming chapters.

On 71 of chapter 5 [Extreme Productivity, The Internet of Things, and Free Energy] he discusses energy as the missing factor in measuring productivity, in addition to the usual factors of machine capital and labor performance. Thermodynamic efficiencies accounted for 86% of productivity gains in the first two industrial revolutions. This figure is misleading though in that the aggregate energy efficiency at the height of the 2nd revolution was 13%, meaning “the ratio of useful to potential physical work that can be extracted from materials” (72). He asserts given the infrastructure and fossil fuel supplies involved, there will not likely be further efficiency increases.

He notes that renewable energy (RE) energy efficiency however will have dramatic increases over fossil fuels. This is because of the exponential growth in RE development, where production prices are dropping and efficiencies are increasing at an accelerating rate much like the PC industry. Plus RE resources are virtually infinite compared to fossil fuels. He estimates that RE can improve aggregate energy efficiency to 40% or more in the next 40 years (72).

There was an interesting discussion of privacy and transparency. Capitalism was the age of privacy and individual autonomy, whereas the collaborative commons there is much more sharing and openness. Throughout much of history humanity did things much more communally and publicly, like eating, sleeping and even excreting waste products. With capitalism we moved many of these functions indoors and in our own private rooms. “The enclosure and privatization of human life went hand-in-hand with the enclosure and privatization of the commons” (75).

While the Internet of Things (IoT) is opening us again to more communal sharing, it is not a return to the kind that was pre-capitalism. Instead it is a concern with the balance between individual and communal, so that one can still have control over what private information one shares in social networks. We want to collaborate and share more, be more transparent than the capitalistic individualist, but also retain our private autonomy and property to some degree. Hence having some control over what we choose to share or not is a key security issue in the emerging IoT, as well as reflecting a worldview shift.

Chapter 6 [3-D Printing: From Mass Production to Production by the Masses] on 3-D printing is astounding in the rapid developments being made. See the chapter for the voluminous details. My focus is on how it manifests in the emerging worldview. For one thing, it is based on open source software, not intellectual property. For another it is sustainable, give its additive construction process uses about one tenth the raw materials and wastes far less in the process. The materials used can also be local and re-used waste, thus eliminating high-end base materials manufactured from afar. They can even print out their own parts. The cost of 3-D printers is reducing rapidly so that the means of production will soon be in the hands of individuals and small collaborative groups. The entire process is P2P, democratic, lateral and based in local and regional communities, yet connected to the global community via the smart grid.

On 101 there are two anti-capitalist factions coming together. One is those who have been pushing for a return to more tribal culture using traditional, sustainable methods and reducing consumption. They are now merging with the high-tech nerds with the same values, but by implementing tech like 3-D printing. All of the above features of its infrastructure promote those values without regressing to a form of life that cannot change capitalism (107). Rather the new tech both transforms capitalism to the next wave and retains values from pre-capitalism, the latter also elevated in the process.

Chapter 7 [MOOC and a Zero Marginal Cost Education] on education is eye-opening. It is being transformed from the authoritarian top-down model where the teacher has all the answers to collaborative learning experiences with teachers as facilitators. Critical and holistic thinking[4] are encouraged over memorization. Previously learning was thought of as a private, autonomous experience where the knowledge was one's exclusive property, and that one had to hoard it to compete with others for grades and jobs, just as in the capitalist paradigm. In the collaborative era knowledge is something to be shared in a community of peers, thereby creating a public good for all.

Virtual, online classrooms are currently supplementing brick-and-mortar and may eventually replace them. Pedagogy is also having students provide services in their local communities, as well as engage in environmental projects. Again this encourages moving education from a private affair into seeing how one empathically relates to others, their communities and the world at large. Such online classes also cost considerably less than attending universities, sometimes even free, thereby making an education available to a much larger portion of society. One of the primary requisites for a functioning democracy is an educated, informed and active public, and this new model is 'paving the way'[5] toward that end.

Chapter 8 [The Last Worker Standing] on work highlights that automation, robotics and computer programs are taking over much of the workforce and replacing human labor at an accelerating pace. He gives countless examples which are all true. However I question when he dismisses that many job losses are due to relocation to cheaper labor markets like China (124). There is no question that it is valid. It's true that even China is slowly taking up the automation process, and that they will eventually replace their own cheap labor with such tech. But right now cheap human labor far outweigh it and is a direct reason for many US companies to ship manufacturing and textile jobs thereto. Most of Walmart's products come from China and why they make such huge profits.

Near the end of the chapter he talks about deep play replacing hard work, the former more concerned with social capital. He thinks this will come about when we are all empowered to be prosumers, both creating, consuming and sharing value as well as products. That may be, but in the meantime millions have lost their jobs and millions more will. We can social network all we want, and create/share intellectual/spiritual value all we want, but we might starve in the process without income. I guess that's one way to solve the current labor problem.

He also does not analyze another factor caused by both automation and shipping many jobs overseas. Big businesses like Walmart and McDonald's have driven wages down for what few existing jobs are still available. With 3 people for every job we take what we can get to feed our families, like it or not. Meanwhile those very same businesses are reaping record profits and just don't want to share the wealth. They'd rather see those hard-working folks have to get food stamps and other social welfare programs that cost society rather than pay them a living wage. Sure, things look rosy in Rifkin's future society but right now not so much. He doesn't deal with what we need to do now to address these problems of capitalism in the interim. I'll take Reich, Sanders, Warren and Krugman for that job.

Chapter 9 [The Ascent of the Prosumer and the Build-Out of the Smart Economy] is on the prosumer in a smart economy. A major question is how the IoT infrastructure will be financed. Should public goods be government or privately financed? Both sides agreed that public goods should maintain a natural monopoly, since competition for such services would generate waste. The US opted for the privately owned public utilities option. Now this battle is playing out over the internet, where mega-business wants to own it and everyone else wants the FCC to declare it a government owned public utility.

Rikfin argues that the internet and emerging IoT infrastructure are financed by consumers, not big business. Yes, the latter has invested large amounts in its infrastructure. But incentives like the governmental feed-in tariff guarantees a premium price above market value for early adopters of renewable energy production. When RE production's efficiency rivals traditional energy sources the tariff will phase out. Small prosumers dominate this transfer and thus finance the majority of the transition to RE through the tariff.

Which of course is coming to challenge the notion of dominant, private public utilities. And playing out with the FCC internet debate. A new generation like Yochai Benkler are promoting the Networked Commons, a third alternative to either strict government or market control. And that is just the lead-in to Part III of the book to come on its incipient rise.

Chapter 10 [The Comedy of the Commons] starts with a historical overview of commons governance structures. They have been criticized by conservatives due to the free rider syndrome. If property is held in common for grazing, for instance, the free riders will abuse the system and bring ruin to the land because of self-interest and overgrazing. Interesting argument for a capitalist. But a history of the commons shows that self-interest was indeed the exception rather than the rule, and obeying self-governing rules for the public good was the rule.

While such historical examples are generally from the feudal era, commons governance still exists in some communities today. These are democratically run in local communities where public resources are managed with definitive protocols including punishments. Since the members live in the communities they are keenly aware of the natural limitations to grazing, forestation, soil degradation and the like so manage their resources sustainably. From a wide survey of such commons governance 7 key principles were held in common (see 162 for the list).

Following are other examples of application to contemporary society. The public square was considered a shared resource for meeting, celebrating, sharing and the like. This now manifests in social media sites. The commons is also now expressing through the free genetics movement, which is trying to preserve our genetic heritage from being enclosed and privatized by big biotech. And which is just another addition to the emerging P2P meme in RE, 3-D printing, education, music and so on.

Also of note is that both Clinton in the US and Blair in the UK were part of a trend started by Reagan/Thatcher to sell off the commons to the highest private bidders via deregulation (163-64). Both of the former were held to be 'integral' leaders by Wilber.

Chapter 11 [The Collaboratists Prepare for Battle] is on the emerging ecological worldview of global consciousness, the democratization of everything. One of its expressions was the free software and open source movements, both dedicated to making information accessible to all for minimal to no cost. It was based on the notion that everyone could share, change, mix knowledge in a collaborative endeavor where no one person or company owned it. All of which transpired in the global commons of the internet beyond blood ties, religious affiliations and national boundaries, thus enacting global consciousness.

Cultural creation though is limited by the nature of the communication medium. The print revolution, and later tv and radio, favored individual authorship and copyright protection, the enclosure and privatization of knowledge. Previously in scribe cultures knowledge was shared and authorship was from divine inspiration. The internet reincorporates the sharing but replaces the theological underpinnings with global collaborative efforts. It also replaces the notion of scarcity with abundance.

This new commons needed a unifying narrative or worldview, heretofore having to navigate within the capitalist paradigm or regress to old notions of the commons. They found their theme in the ecological sciences, where the focus was not so much on individual species but how they interacted within environments. And most importantly, how all the environmental niches interacted with the biosphere as a whole.

It replaced the capitalist invisible hand, which was itself a holdover from a theological God in control to rational, self-interested individuals in control. Lacking a systems view it replaced God with the invisible force of a marginally less superstitious autonomous Market. Backed by ecological and other scientific advances, it is being replaced with the visible systems view of the global eco-social commons and redefining our place within it.

Note that the invisible hand of the market is still metaphysical in that it must posit some supernatural agency that operates on its own if we but focus on our self-interest, i.e. the market will take care of itself. Moving into systems science and ecological consciousness thus naturalizes this process, making previously supernatural agencies like Gods or markets 'visible' and understandable, and reconnecting us with ourselves, our peers and our environments, but in a postmetaphysical framework. This also applies to the sort of instrumental rationality inherent to 'enclosure' of disciplines of study rather than to interdisciplinary cross-sharing more indicative of Habermas' collaborative, communicative action. It is not by chance that Habermas' calls this latter form of rationality postmetaphysical.[6]

Chapter 12 [The Struggle to Define and Control the Intelligent Infrastructure] is on defining and controlling the IoT. The problem is that the capitalists of the earlier industrial revolutions want to own and control the new infrastructure with their centralized, top-down command and control methodology. And yet the IoT is itself structured for distributed, collaborative, lateral, peer-to-peer modes. The latter is also more ideally suited for management of renewable energies, as they also exemplify the same qualities.

Focusing on the 3 parts of the IoT Rifkin starts with the communications internet. We see the dominant ISPs wanting to use the capitalist model to end net neutrality so they can create fast and slow lanes on different fee scales. While they won't admit it, this will also create content interference as those with less money will be relegated to slower connection speeds. And likely some content providers might be eliminated access altogether if they espouse philosophies contrary to the kind of capitalist paradigm of the owners of access. The ISPs use capitalist justification that they need to continually feed the beast of ever-growing profits when in fact they already make a shitload of money selling neutral access. They are under the spell of capitalist winner take all mentality that leads inevitably to greed.

It's not just the ISPs that want to dominate the internet. Social networking sites like Facebook also have a capitalist model in which they want to dominate all member personal information as proprietarily enclosed to do with as they please. This includes selling it to third parties for advertising lists, as well as forking it over to the NSA on 'national security' grounds. It also includes the very real possibility of selling it to insurance companies which could affect one's coverage and premiums with private information not typically available. This is also a concern when employers track your personal information in making hiring or firing decisions. I've read that some employers will not even consider a candidate unless they have a comprehensive personal profile obtained from the internet.

Other areas of internet enclosure are also of concern. Google has a 66% market share in the US (much higher in other countries), Amazon 33%, eBay 99%, Facebook 72%. Twitter has 500 million registered users. They thus control access to, and the content of, information in ways conducive to their own capitalistic motives. These companies constitute an oligopoly in direct opposition to the very nature and structure of the internet. To “just hope that corporate goodwill will be sufficient to preserve the integrity of the process is at best naïve and at worst foolhardy” (203).

Big energy companies want to control the energy internet, again dominating with their capitalist structure. In some cases they are blocking the emergence of a smart grid altogether. Fortunately the EU has instituted regulations to keep it an open format, requiring them to unbundle energy production from transmission. Feed-in tariffs are also promoting local and regional green energy production. He cites the huge success story of the Tennessee Valley Authority, where the government invested in creating a huge hydroelectric plant for these rural areas previously without electricity. They empowered local electricity cooperatives through low-interest loans to build the infrastructure. And they did so much more efficiently and at lower cost than the big private companies could. The results were a boom to not only the local but the national economy.

He then devotes a section to cooperatives generally, with impressive statistics on their successes. He concludes that “cooperatives are the only business model that will work in a near zero marginal cost society” (214).

In terms of logistics, the capitalist way of handling this is incredibly inefficient and costly. Companies only have so many distribution centers, each of which must cover large areas. Thus when it comes to shipping goods drivers must take circuitous routes adding to fuel costs. Also the goods often stay in these isolated centers for far too long thus causing spoilage and/or backlogs, not being delivered in a timely fashion causing shortages on store shelves. Whereas if logistics were managed on the commons model, all of the 535,000 existing distribution centers and warehouses could be shared. This would allow the drivers to just do one leg of the journey with a full load instead of cross-regional or cross-country journeys with diminishing loads to limited distribution centers. This of course will require the logistics internet to track all the trucks and goods, and time the exchanges at the centers to arrive at their end destinations efficiently. There is considerable savings on cargo space, fuel costs and quicker delivery via these shared and distributed logistics.

Chapter 13 [The Transfer from Ownership to Access] is on the transfer of ownership to access. The automobile is the perfect metaphor for the capitalist paradigm. Therein freedom is defined as being enclosed in one's autonomy with the ability to move about at will. But this is being replaced in the sharing economy of the Commons, as car sharing is becoming increasingly common. Here freedom is defined as the right to include others. He cites voluminous statistics on the growing use of sharing which in turn if drastically reducing car ownership, thus reducing inefficient use, emissions and traffic congestion.

Sharing is also extending to other good and services, including clothing, housing, tools, toys and skills. It turns out with the economic downturn many are questioning why they needed so much stuff in the first place. It lies dormant most of the time and has put them in dire debt. People are becoming aware that they can reduce their debt while making use of their possessions by sharing, which in turn makes them feel part of a community instead of locked away in their enclosed spaces of home and car. They realize the were “sold a bill of goods” (233) that does not add to their happiness. “Reducing addictive consumption, optimizing frugality, and fostering a more sustainable way of life is not only laudable, but essential if we are to ensure our survival” (237).

The change to a Commons is seriously affecting advertising. This is the industry that got us to buy into over-consumption in the first place, equating it with success. The industrial revolution's increased production and wages led to surplus goods and disposable income, so advertising quickly set about to mate the two in a happy marriage of accumulating stuff to feed our enclosed egos. But per above we are shifting away from this and sharing our stuff and reconnecting with each other. Communicating about our stuff directly with one another has reduced the need for depending on advertisers. We now depend far more on each others review of goods and services, since we trust the opinions of peers not bent on selling us something. The rise of Craigslist and Angie's List are examples of this growing trend. And indicative of people taking responsibility to do their own fact checking and peer review on information instead of just accepting an ad on corporate media.

There was also a section on how the Commons is affecting medicine. Therein is 3-D printing's ability to 'grow' human tissue using one's own living cells to prevent rejection. So far they've achieved the creation of some liver tissue and a human kidney. They expect that growing organs and specialized tissues will be commonplace within 10 years.[7]

Chapter 14 [Crowdfunding Social Capital, Democratizing Currency, Humanizing Entrepreneurship and Rethinking Work] addresses how the Commons applies to other paradigms. After the financial crises other means of banking have been explored, crowdfunding being one. Capital is raised from the general public for one's project and a specified minimal amount must be raised for the funds to be collected. Companies like Kickstarter that organize the funding get a small cut, as does Amazon for collecting it. There are different forms of investor compensation, from future goods by the provider to shares in the profits to interest on the loan. It eliminates the banks with their usurious interest rates.

Alternative currencies is another expression. Instead of monetary exchange there is social exchange. Goods and services can be exchanged in labor time banks. One provides a good or service to another and his time is updated to a database. When that provider needs a good or service he can look up another provider and use his stored labor to obtain that service. Some of these banks do not differentiate the type of service or expertise level but others do, so not all types of time deposits are equivalent. Some even keep the time banks confined to their local or regional community, thereby keeping it 'in the family.'

The build-out of the IoT infrastructure will create a lot of new jobs in the short to mid-term. Granted when fully implemented it will have little need of jobs to maintain it, but in the interim there will be plenty. Of course many will need to be retrained to tackle the new tech, but that of course can be handled by the sort of commons education previously discussed. All of which will “give birth to a new economic order whose life force is as different from market capitalism as the latter was from the feudal and medieval systems from which it emerged” (269).

Chapter 15 [The Sustainable Cornucopia] is on the tension between scarcity and abundance. Capitalism is based on scarcity due to the limited sources used to maintain it, like fossil fuels. Whereas renewal energies are abundant. Therefore the former uses exchange value and the latter share value. The former depletes our environmental stores, the latter sustains it. It depends though on how we define abundance. It is not the sort of over consumption inherent to capitalism. Biologically humans need 2000 – 2500 calories of food per day. The average American consumes about 3700, while much of humanity on far less than what's needed. We are consuming far to much to sustain our biospheric ecology.

Part of the solution is finding the balance of what is enough to make us happy. Studies indicate that we are happiest when we have enough income, about $20,000[8] in the US, to buy the necessities. More than that has an inverse relationship on happiness. Buying more stuff feeds off of capitalism's inherent scarcity, in that we can never have enough. Focusing on individual material surplus only reinforces our dysfunctional autonomy and represses our empathy. Whereas when our focus is more on sharing surplus with each other we feel not only more connected but that enough is enough. We consume only the resources needed, transform our wants into sharing social goods, and are far happier in the process. And greatly reduces our ecological footprint in the process.

Another issue is that if we create a society of shared abundance won't we thereby continue to consume much more than is sustainable? Yes, if we were to remain in a individualistic mindset beset with scarcity. The whole point though is that the reason a commons mindset is emerging is due to the commons lifestyle. He cites studies that show youth growing up in this milieu are much more socially and environmentally conscious, thus reducing their consumption of material goods and increasing their sharing of those goods. If we implement a commons economy on a global scale, thus producing material abundance, any surplus will not be transferred into more material stuff but a better and fuller life for everyone, including sustainable environmental practices based on RE.

Already the overall global warming is disrupting the water cycle causing increasingly disastrous events. Agricultural food losses due to flooding and drought are bad and will only get worse, causing severe scarcity. Vital infrastructure is being decimated by extreme weather events. Hence we need a quick, effective transition to RE to curtail climate change. Cyberterrorism's prime target is the current centralized energy grid. Take that out and you virtually destroy society. This too requires a quick transition to a distributed smart grid system that cannot incapacitate the entire society. All of which will require “a fundamental change in human consciousness” (296) from capitalism to the commons.

Chapter 16 [A Biosphere Lifestyle] is a recap of the historical eras. In forager/hunter societies our empathic drive was limited to one's family and tribe in mythological consciousness. We then moved into agricultural civilization where empathy was extended to one's religious family in theological consciousness. Next up was a steam-powered civilization that extended our empathy to those in our nation states and an ideological consciousness. Next was mass electrification and an extension of empathy to larger associations based on cultural, professional and technical affiliation via psychological consciousness. And now we are entering the commons via the internet and emerging IoT, our empathy extending to all humanity as well as the environment via biospheric consciousness.
He notes that all of the above still exist in each of us with different emphases as well as culturally is various degrees depending on context. There are also regressions and progressions depending on a variety of factors. But overall there is an unmistakable trajectory of greater empathetic embrace. And this is not some transcendent, ever-more abstract worldview detached from our basic empathetic connections. Empathy is what keeps us grounded in this body and this world as we acknowledge that this life is finite and we all die.

Somewhere around the shift from ideological to psychological consciousness we realized this via our existential crises. As we move into biospheric consciousness we use death to remind us of how precious and fragile life is in all its manifestations and take responsibility for better stewardship of that life knowing it will end. Whatever relative immortality there is lies in our contributions to a progressive biospheric culture in which we participate. And if that shift reaches enough of us in enough time then that culture just might survive the environmental devastation wrought by capitalist consciousness. That of course remains uncertain. The path ahead is being laid and it's now up to us to walk the talk, or more than just individuals will die.

In the Afterword Rifkin expresses mixed feelings for the end of capitalism. He appreciates the entrepreneurial spirit that animated it. He thinks that it is in fact the so-called 'invisible hand' and disagrees with Adam Smith that it involves pure self interest devoid of public concern. Such a spirit is driven by a need to create newer and better products and services to serve the public, which of course also serves one's own financial interests. And that capitalism was an appropriate and efficient response to the energy-communication regime of the times.

The irony is that the entrepreneurial spirit played out to its logical conclusion in creating products approaching near zero marginal cost. This Trojan horse was inherent to the system all along and created its own downward spiral toward extinction. That along with the other downsides inherent to the system, like creating monopolies, not sharing the wealth with workers and exploiting natural resources to the point of possibly disastrous climate change.

Granted the complete demise of capitalism is a long way off, it being mixed with the Commons for some time to come. The former will slowly subside as the latter rises. The second industrial revolution emerged when the first was in full swing. It took 50 years for the second to be the major economic system. It will likely take another 50 for the third revolution to be the dominant player. But the writing is already on the wall. It's here now and here to stay, so perhaps it's time to get with the program?

[2] I certainly accept progress, which is tied to a kind of 'complexity.' But of a different kind than Wilber's transcend-and-include. We discussed this at length in several threads but this one ["Complexity and Postmodernism"] is a good place to start, bringing in Cilliars, Morin, Prigogine, Bryant, DeLanda, Deleuze, Bhaskar and others. All of which, not surprisingly, are completely absent from the work of Ken Wilber. 

And, btw, Rifkin addresses this other form of complexity science by bringing in thermodynamics. His apt analysis shows how economics was stuck in Newtonian science sans such thermodynamic considerations. The same is true of certain kinds of complexity, chaos and quantum science as well, explored in the link. All of which stems from certain kinds of worldviews. 

Rifkin is also good at showing the relation of worldviews to modes of production and communication. It is no coincidence that Wilber has yet to embrace the emerging Commons, or its concomitant p2p structural dynamics. 

[3] This mode is still metaphysical in moving from theological to rational justification. How this process goes postmetaphysical will be explored with the emergence of the Commons era, forthcoming. 

[4] By holistic thinking Rifkin means “to tear down the walls that separate academic disciplines and to think in a more integrated fashion. Interdisciplinary and multicultural studies prepare students to become comfortable entertaining different perspectives and more adept as searching out synergies between phenomena” (110). The strict placement of academic disciplines into myopically focused areas is indicative of the capitalist and “reductionist approach to learning that characterized an industrial era based on isolating and privatizing phenomena” (113). This is maintained in Wilber's quadrant and zone fetishism, with little said about how disciplines interrelate. Aside from indexing (giga-glossing), which is itself just more of the same. Most specialists in particular disciplines are now getting with the newer trend of cross-pollinating their work with other disciplines, thus expanding their specializations while still retaining its boundaries, though now much more porous. 

[5] As an aside, that is more than a metaphor. In object-oriented ontology terms, this model is actually creating infrastructural educational pathways which enact an entirely different worldview. And again, it is not a regressive worldview due to the advanced technological and educational infrastructure being used, thereby creating a progressively better and more integrative view. 

[6] Speaking of Habermas, he devotes a chapter to Mead in PT. See this old Gaia thread on Mead for how it relates to postmetaphysicality. Also see this blog post, where he argues that while Habermas accepts Weber's disenchantment of the world, Habermas nonetheless still sees a means for reenchantment. The disenchantment came from instrumental rationality necessarily having to refute the magical worldview, thereby causing a rift with reason and nature. It did so by a differentiation of the value spheres than eventually went into dissociation, as Wilber phrases it. Habermas finds the reenchantment of nature with reason not by returning to a transcendent God, or even through the “metaphysical conception of objective reason,” but through a form of reason grounded in pragmatic, this worldly (natural) communication. 

[7] Which reminds me of the movie Transcendence (see this discussion). Recall that was one of the AI's projects, at first making plants, then human tissues, then organs, then people. That part of the movie at least is barely science fiction. (Well, human cloning production is a bit further off.) Also the people who were connected to, and enhanced by, the AI still maintained their individuality but were all connected to each other like the Commons. The movie may very well be a metaphor for the Commons and the emerging IoT smart grid.

Yes, I reduce rent by living with others in a home share. And I've drastically reduced the amount of owned stuff, even books, sharing them via the library. I have enough to eat and my health care is covered by the VA since I'm a vet. Even if I weren't I'd likely qualify for very low-cost to free care with Obamacare. And I'm happier than when I made a shitload of money working for a company that had little to no ethics or social concern.

LeveVei - Episode 90: Peer to Peer in Governance, Production and Knowledge Distribution (Michel Bauwens)

In this episode I´m joined by Michel Bauwens, who is the founder of P2P-foundation which works to promote, research and develop different forms of peer to peer practices. He starts out by describing his engagement with civic entrepreneurship, where the P2P-foundation is one example of this kind of relational dynamic. He then explains in detail what peer to peer actually entails, while also placing this trend in a historical context in relation to how people have organized different forms of transaction and value creation.

An interesting point here, regarding work, is how we have moved from a division of labour to the distribution of tasks. Peer to peer implies a very different method of organizing and controlling how people engage in a project or in the production of complex social artifacts (such as Wikipedia and Linux). He also points to how peer to peer production is codependent on the conventional and existing system today, mainly capitalism, and how this new form of organizing value creation is emerging from within the old system while at the same time transcending many of the constraints found in the the old paradigm. An important distinction is the idea of “the commons”, and Bauwens points out that peer to peer production is often organized around some kind of communally shared value where the participants contribute so as to uphold and maintain the common asset (couchsurfing is only one example)

Another interesting point is how peer to peer can create a space for both cooperation and market-based competition. Further on in our conversation Bauwens describes how it´s possible to upscale the relational dynamics of peer to peer and apply it to larger societal change processes. He is currently engaged in a project in Ecuador and he uses this initiative as a case in point, explaining how Ecuador, through peer to peer practices, is trying to move into an open commons based knowledge society. An interesting point here is how knowledge can be understood as an infinite resource, and with the advent of 3D-printing and local micro production facilities, this could have dramatic effects on how a society sustains itself. We also discuss how innovation often will come from the periphery, and not necessarily from the center stage, so maybe Ecuador can play an important role in global change processes? Another theme we bring up is how to understand peer to peer from an integral perspective, with reference to the work of for instance Ken Wilber and Susan Cook-Greuter. A poignent question here circles around if and how peer to peer presuppose higher stages of consciousness? Towards the last section of the interview Bauwens speaks to his hopes for the future development of peer to peer practice.

2.1.A. Defining P2P as the relational dynamic of distributed networks


Alexander Galloway in his book Protocol makes an important and clear distinction between centralized networks (with one central hub where everything must pass and be authorized, as in the old telephone switching systems), decentralized systems, with more than one center, but these subcenters still being authorative (such as the airport system in the U.S. centered around hubs where planes must pass through), from distributed systems, where hubs may exist, but are not obligatory (such as the internet). In distributed networks, participants may freely link with each other, they are fully autonomous agents. Hence the importance to clearly distinguish between our usage of the concepts 'decentralized' vs. 'distributed'. Peer to peer is specifically the relational dynamic that arises in distributed networks.

So: what is peer to peer? Here’s a first tentative definition: It is a specific form of relational dynamic, is based on the assumed equipotency of its participants, organized through the free cooperation of equals in view of the performance of a common task, for the creation of a common good, with forms of decision-making and autonomy that are widely distributed throughout the network. This is of course a strong definition and statement, subject to a lot of refining and caveats.

P2P processes are not structureless, but are characterized by dynamic and changing structures which adapt themselves to phase changes. It rules are not derived from an external authority, as in hierarchical systems, but generated from within. It does not deny ‘authority’, but only fixed forced hierarchy, and therefore accepts authority based on expertise, initiation of the project, etc… P2P may be the first true meritocracy. The threshold for participation is kept as low as possible. Equipotency means that there is no prior formal filtering for participation, but rather that it is the immediate practice of cooperation which determines the expertise and level of participation. Communication is not top-down and based on strictly defined reporting rules, but feedback is systemic, integrated in the protocol of the cooperative system. Techniques of 'participation capture' and other social accounting make automatic cooperation the default scheme of the project. Personal identity becomes partly generated by the contribution to the common project. As we will see, this is part and parcel of a widespread transformation to a mode of being which we call 'cooperative individualism'. P2P is not a return to earlier forms of community, but something new.

P2P is a network, not a pyramidal hierarchy (though it may have elements of it); it is 'distributed', though it may have elements of hierarchy, centralization and 'decentralization'; intelligence is not located at any center, but everywhere within the system. Assumed equipotency means that P2P systems start from the premise that ‘it doesn’t know where the needed resource will be located’, it assumes that ‘everybody’ can cooperate, and does not use formal rules in advance to determine its participating members. Acceptance in P2P projects is not based on formal credentials, since it is no longer believed that skills can be reflected in such formal documents, and they are therefore 'anti-credentialist'. Equipotency, i.e. the capacity to cooperate, is verified in the process of cooperation itself. Such an equipotency is widely differentiated, as complex projects need a vastly differentiated skillset. Thus, competition is limited, and replaced by complementarity. This is also why authority is widely distributed and subject to change. Validation of knowledge, acceptance of processes, are determined by the collective. Cooperation must be free, not forced, and not based on neutrality (i.e. the buying of cooperation in a monetary system). It exists to produce something. It enables the widest possible participation. These are a number of characteristics that we can use to describe P2P systems ‘in general’, and in particular as it emerges in the human lifeworld. Whereas participants in hierarchical systems are subject to the panoptism of the select few who control the vast majority, in P2P systems, participants have access to holoptism, the ability for any participant to see the whole. Further on we will examine more in depth characteristics such as de-formalization, de-institutionalization, de-commodification, which are also at the heart of P2P processes.

Whereas hierarchical systems are based on creating homogeneity amongst its 'dependent' members, distributed networks using the P2P dynamic regulate the 'interdependent' participants preserving heterogeneity. It is the 'object of cooperation' itself which creates the temporary unity. Culturally, P2P is about unity-in-diversity, or 'difference-in-unity': it is concrete 'post-Enlightenment' universalism predicated on common goals and projects; while hierarchy is predicated on creating sameness through identification and exclusion, and is associated with the abstract universalism of the Enlightenment.

To have a good understanding of P2P, I suggest the following mental exercise, think about these characteristics, then about their opposites. So doing, the radical innovative nature of P2P springs to mind. Though P2P is related to earlier social modes, those were most in evidence in the early tribal era, and it now emerges in an entirely new context, enabled by technologies that go beyond the barriers of time and space. After the dominance during the last several millennia, of centralized and hierarchical modes of social organization, it is thus in many ways now a radically innovative emergence, and also reflects a very deep change in the epistemological and ontological paradigms that determine behavior and worldviews.

An important clarification is that when we say that peer to peer systems have no hierarchy or are not centralized, we do not necessarily mean the complete absence of such characteristics. But in a P2P system, the use of hierarchy and centralization, serve the goal of participation and many-to-many cooperation, and are not used to prohibit or dominate it. This means that though P2P arises in distributed networks, not all distributed networks exhibit P2P processes. Many distributed bottom-up processes, such as the swarming behavior of insects, of the behavior of buyers and sellers in market, are not true P2P processes, to the degree that they lack holoptism, or do not promote participation. Insects in a swarm, do not have information about the whole, they follow markers that determine their individual behaviour. And a market is not equipotent since it excludes those without purchasing power. P2P, as a uniquely human phenomenon integrates moral and intentional aspects. When distributed meshworks, for example interlinking boards of directors, serve a hierarchy of wealth and power, and are based on exclusion rather than participation, this does not qualify as a full P2P process.

P2P can be a partial element of another process; or it can be a full process. For examples, the technological and collaborative infrastructure build around P2P principles, may enable non-P2P processes. In the example just above, it is the infrastructure of Empire, but it can also enable new types of marketplaces, gift/sharing economy practices. Where P2P is a full process, we will argue that it is a form of communal shareholding producing a new type of Commons.

What Is P2P? Michel Bauwens Interviewed by Julie Tran from MakeChangeTV


Nice interview with Michel Bauwens, and a nice introduction to P2P for those not familiar with the peer-to-peer movement, which now incorporates nearly every human field. Below the video I am including some material from the P2P Foundation website as an additional source of information for those interested in a deeper understanding of P2P - I encourage you to explore the P2P Foundation website, as there is a literal ton of useful information there.

Openness, a necessary revolution into a smarter world


Our current political economy has the weirdest DNA. It considers nature to be a perpetually abundant resource, i.e. it is based on a false notion of material abundance; on the other hand, it believes that intellectual, scientific and technical exchange should be subject to strong proprietary constraints, and subjects innovation to internet restrictions. Thus the paradoxical but also dramatic contradiction of the present system: while it is rapidly overburdening the carrying capacity of the planet, at the same time it inhibits the solutions that humanity might find for it.

Luckily, the emergence of peer producing communities that share knowledge, code and design for the common good of humanity using open licensing arrangements that enable and facilitate universal sharing are showing the way for a fundamental reorganisation into a smarter world.

First, the value is created in global open design communities that easily outcooperate and outcompete single corporations, no matter how big or rich they are, as no isolated can be smarter than a globally networked collective intelligence. Second, this collaborative value creation is enabled and protected by for-benefic organisations, the FLOSS Foundations such as the Apache Foundation and many others. These are mostly democratically run by contributors to the common pool. Thirdly, entrepreneurial coalitions make and sell the products, improving them in the process, which have been designed (and are perpetually and continuously improved) by the contributor communities, creating a vibrant economy around the commons (think of the free software economy, or the Arduino economy as examples).

This new way does not only enable perpetual sharing of innovation, but also ensures sustainability, as communities do not have vested interests in artificial scarcity. Hence, if you design as a corporation for the market, you design for scarcity, but if you design as a community, you naturally design for sustainability. If you build and sell sustainable designs, then you are becoming a sustainable market players, abandoning the pernicious pursuit of planned obsolescence.

There is one missing player in this picture, the overall society, i.e. the polis. This polis must transform from the current market state — which privileges extractive corporations that deplete the commons, endanger the biosphere and oppose innovation sharing ? into a partner state which enables and empowers the social production of sustainable value by creating civic infrastructures that facilitate its emergence in strong ecosystems. Through public-commons partnerships and the commonification of public services, a new productive matrix is created, which guarantees a smarter planet that combines the recognition of the necessarily sustainability of material resources with the infinite innovation capabilities of global knowledge commons.


So here is some info on P2P for those who are interested.
1.A. What this essay is about

The following essay describes the emergence, or expansion, of a specific type of relational dynamic, which I call peer to peer. It’s a form of human network-based organization which rests upon the free participation of equipotent partners, engaged in the production of common resources, without recourse to monetary compensation as key motivating factor, and not organized according to hierarchical methods of command and control. It creates a Commons, rather than a market or a state, and relies on social relations to allocate resources rather than on pricing mechanisms or managerial commands.

Thus we have three important aspects that are essential for P2P processes to occur in a full-blown manner: 1) peer production as a mode of production; 2) peer governance as a mode of governance; 3) universal common property as a mode of distribution and access. But P2P can also occur in a partial manner wherever resources are distributed.

Thus underlying our description of P2P processes, it will be useful to distinguish between four different levels.
- One level is the phenomenological level, i.e. the different ways in which the P2P forms emerges in different social fields. Here we get the peer to peer relational dynamic in distributed systems, and how it expresses itself in the internet structure, the writeable Web 2.0, peer circles or what have you. This I propose to call ‘diffuse P2P’. Such P2P emergence is easy to integrate within the existing system, and can be instrumentalised by authoritarian social forces, as in Al Qaeda using the internet. It is ‘immanent’ to the system.

- The second level is when integration occurs. The different P2P forms in this case do not exist independently, but start reinforcing one another. This ‘integrated P2P’ involving such social processes as peer production, peer governance, and universal common property regimes, become transcendent to the system, because they cannot be contained within the current production schemes (market pricing and corporate hierarchy), governance schemes (corporate hierarchy or state bureaucracy or even representational democracy), or property regimes. They create an emerging new social reality, which is today dominated by the existing social economy, but that is a contingent situation which could change in the future. I’m not saying “it will happen", but definitely “it can happen" and whether it happens also depends on our human intentionality.

- Now, why is all this happening. Because, before social practices and technological artifacts are invented or emerge, it must be conceived in the human mind, and it must become acceptable as a social practice. Thus P2P emerges out of changes in the ‘ground state’ of humanity, i.e. deep changes in the ontology/epistemology/axiology, or in easier words: new ways of feeling and being, of knowing, and new constellations of values. That is the third level which occurs as a spontaneous social process, not directed, not necessarily consciously desired but part of the evolution of the ‘social imaginary’. It is this level which has been so beautifully captured by John Heron’s recapitulation of the evolution of participation, which I have cited on occasion. Broadly conceived, such a deep level of human change is also outside the scope of recuperation.

- The fourth level occurs when we become conscious of these changes, and make it an object of our human intentionality: in other words, we not only see it happening (level 1 to 3), but we want it to happen and seek out others with similar values in the hope of interconnecting our efforts. This is the object of my own work, and I hope it can become the basis of a broad social and political movement as more and more people, from their own particular perspective, come to their own conclusions. At this point, P2P becomes a normative ethos for a new kind of life on earth, and definitely outside the scope of any recuperation, though there is no guarantee of its success.

At the diffuse format of level 1, the P2P format is emerging throughout the social field: as a format of technology (the point to point internet, filesharing, grid computing, the Writeable Web initiatives, blogs), as a third mode of production which is also called Commons-based peer production (neither centrally planned nor profit-driven), producing hardware, software (often called Free Libre Open Sources Software or FLOSS) and intellectual and cultural resources (wetware) that are of great value to humanity (Wikipedia), and as a general mode of knowledge exchange and collective learning which is massively practiced on the internet. It also emerges as new organizational formats in politics, spirituality; as a new ‘culture of work’. This essay thus traces the expansion of this format, seen as a “isomorphism" (= having the same format), in as many fields as possible. The common format in which the peer to peer dynamic emerges is the format of the "distributed network", which, according to the definition of A. Galloway in his book Protocol, differs both from the centralized network (all nodes have to pass through one single hub), and from the decentralized network (all nodes have to pass through hubs). In a distributed network the nodes, as autonomous agents, can connect through any number of links. Hubs may exist, but are not obligatory.

The essay tries not only to describe, but attempts to provide an explanatory framework of why it is emerging now, and how it fits in a wider evolutionary framework (not in the sense of an inevitable natural evolution, but as an intentional moral breakthrough).

The underlying logic of development in which the emergence of P2P is best understood, may be by viewing 'participation' as the key variable, seeing how it intensifies historically in various social formations.

This idea was best expressed by John Heron in a personal communication:

"There seem to be at least four degrees of cultural development, rooted in degrees of moral insight and not in an evolutionary logic:

(1) autocratic cultures which define rights in a limited and oppressive way and there are no rights of political participation;

(2) narrow democratic cultures which practice political participation through representation, but have no or very limited participation of people in decision-making in all other realms, such as research, religion, education, industry etc.;

(3) wider democratic cultures which practice both political participation and varying degree of wider kinds of participation;

(4) commons p2p cultures in a libertarian and abundance-oriented global network with equipotential rights of participation of everyone in every field of human endeavour".
Note that within the first four sections, the organization is as follows: the first subsection is descriptive, the second is explanatory, and the third is historical. In the latter, I use the triune distinction premodernity/modernity/postmodernity, well aware that it is a simplification, and that it collapses many important distinctions, say between the tribal and the agrarian era. But as an orienting generalization that allows the contrasting of the changes occurring after the emergence of modernity, it remains useful. Thus, the concept of ‘premodern’, means the societies based on tradition, before the advent of industrial capitalism, with fixed social roles and a social organization inspired by what it believes to be a divine order; modern means essentially the era of industrial capitalism; finally, the choice of the term postmodern does not denote any specific preference in the ‘wars of interpretation’ between concepts such as postmodernity, liquid modernity, reflexive modernity, transmodernity etc.. It simple means the contemporary period, more or less starting after 1968, which is marked by the emergence of the informational mode of capitalism. I will use the term cognitive capitalism most frequently in my characterization of the current regime, as it corresponds to the interpretation, which is the most convincing in my view. The French magazine Multitudes is my main source for such interpretations. It's essential meaning is the replacement of an older 'regime of accumulation', centered on machines and the division of labor corresponding to them; and one centered on being part of a process of accumulation of knowledge and creativity, as the new mainspring of power and profit. Finally, note that in the accompanying graphs of figures, I sometimes use the "early modern/late modern/P2P era" framework. In this way, the current time frame can be distinguished from a hypothetical coming situation where P2P is more dominant than it is today, and what that would change in the characteristics of such a society.

I will conclude my essay with the conclusion that P2P is nothing else than a premise of a new type of civilization that is not exclusively geared towards the profit motive. 


What I have to convince the user of is that

- 1) a particular type of human relational dynamic is growing very fast across the social fields, and that such combined occurrence is the result of a deep shift in ways of feeling and being (ontology), of knowing (epistemology), and of core value constellations (axiology)

- 2) That it has a coherent logic that cannot be fully contained within the present ‘regime’ of society.

- 3) that it is not an utopia, but, as ‘an already existing social practice’, the seed of a likely major transformation to come. I will not be arguing that there is an 'inevitable evolutionary logic at work', but rather that a new and intentional moral vision, holds the potential for a major breakthrough in social evolution, leading to the possibility of a new political, economic, and cultural 'formation' with a new coherent logic.

Implicit in my interpretation of peer to peer as a social formation, is that it is accompanied by a nascent socio-political movement, much as industrial class relations triggered a labor movement. In the case of the 'peer to peer movement' this movement concerns itself with the promotion and defense of the Commons, i.e. the existence of a common-property regime that exists alongside the state and the market, but which is also under threat by a frenetic movement to privately appropriate common resources. This P2P movement has three components: first, the participatory movement, which is not necessarily political in the old sense, and includes all efforts to widen participation in human processes (for example Web 2.0 engineering efforts); second, the "open" movement in its various guises: open sources, open access, open money. This movement works on the conditions necessary for P2P processes to occur: without free access to information, i.e. the distribution of information, no P2P can occur; third, the Commons movement, which is concerned by protecting and developing the institutional format for P2P to thrive in: by avoiding private appropriation of commonly produced knowledge products, the motivation for P2P behaviour is strengthened. These are the explicit P2P movements in my mind, respectively focusing on peer governance, peer production, and peer property modes, but the movement is larger than that, as I will argue in the political section.

Such a large overview will inevitably bring errors of interpretation concerning detailed fields. I would appreciate if readers could bring them to my attention. But apart from these errors, the essay should stand or fall in the context of its most general interpretative point: that there is indeed a isomorphic emergence of peer to peer throughout the social field, that despite the differences in expression, it is the same phenomena, and that it is not a marginal, but a 'fundamental' development. It is on this score that my effort should be judged. If the effort is indeed judged to be successful, I then would hope that this essay inspires people from these different fields to connect, aware that they are sharing a set of values, and that these values have potential in creating a better, but not perfect or ideal, society.

How does the explanatory framework which I will provide for P2P, differ from the use of the earlier metaphor of the network society, described by Manuel Castells and many others, and lately in particular by the network sociality concept proposed by Andreas Wittel? The best way to differentiate the approaches is to see P2P as a subset of network conceptions.

If you would have been a social scientist during the lifetime of Marx and witnessed the emergence and growth of the factory-based industrial model, and you would then have arrived at the equivalent of what social network theory is today, i.e. an analysis of mainstream society and sociality. This is what the network sociality model of Andreas Wittel provides. But at the same time that the factory system was developing, a reaction was created as well. Workers were creating cooperatives and mutualities, unions and new political parties and movements, which would go on to fundamentally alter the world. Today, this is what happens with peer to peer. Whereas Castells and Wittel focus on the general emergence of network society and society, and describes the networks overall and the dominant features of it, I want and tend to focus on the birth of a counter-movement, centered around a particular format of sociality based in distributed networks, where the focus is on creating participation for all, and not the buttressing of the 'meshworks of exploitation'. As the dominant forces of society are mutating to networked forms of organizing the political economy (called Empire by Toni Negri), a bottom-up reaction against this new alienation is occurring (alienated, because in Empire, the meshwork are at the service of creating ever more inequality), by the forces of what Negri and Hardt call the multitude(s). These forces are using peer to peer processes, and a peer to peer ethos, to create new forms of social life, and this is what I want to document in this essay.

Though P2P is related to earlier social modes, those were most in evidence in the early tribal era, and it now emerges in an entirely new context, enabled by technologies that go beyond the barriers of time and space. After the dominance during the last several millennia, of centralized and hierarchical modes of social organization, it is thus in many ways now a radically innovative emergence, and also reflects a very deep change in the epistemological and ontological paradigms that determine behavior and worldviews.

An important clarification is that when we say that peer to peer systems have no hierarchy or are not centralized, we do not necessarily mean the complete absence of such characteristics. But in a P2P system, the use of hierarchy and centralization, serve the goal of participation and many-to-many cooperation, and are not used to prohibit or dominate it. This means that though P2P arises in distributed networks, not all distributed networks exhibit P2P processes. Many distributed bottom-up processes, such as the swarming behavior of insects, of the behavior of buyers and sellers in market, are not true P2P processes, to the degree that they lack holoptism, or do not promote participation. Insects in a swarm, do not have information about the whole, they follow markers that determine their individual behaviour. And a market is not equipotent since it excludes those without purchasing power. P2P, as a uniquely human phenomenon integrates moral and intentional aspects. When distributed meshworks, for example interlinking boards of directors, serve a hierarchy of wealth and power, and are based on exclusion rather than participation, this does not qualify as a full P2P process.

P2P can be a partial element of another process; or it can be a full process. For examples, the technological and collaborative infrastructure build around P2P principles, may enable non-P2P processes. In the example just above, it is the infrastructure of Empire, but it can also enable new types of marketplaces, gift/sharing economy practices. Where P2P is a full process, we will argue that it is a form of communal shareholding producing a new type of Commons.

3.3.C. Beyond Formalization, Institutionalization, Commodification

Observation of commons-based peer production and knowledge exchange, unveils a further number of important elements, which can be added to our earlier definition and has to be added to the characteristic of holoptism just discussed in 3.4.B.

In premodern societies, knowledge is ‘guarded’, it is part of what constitutes power. Guilds are based on secrets, the Church does not translate the Bible, and it guards its monopoly of interpretation. Knowledge is obtained through imitation and initiation in closed circles.

With the advent of modernity, and let’s think about Diderot’s project of the Encyclopedia as an example, knowledge is from now on regarded as a public resource which should flow freely. But at the same time, modernity, as described by Foucault in particular, starts a process of regulating the flow of knowledge through a series of formal rules, which aim to distinguish valid knowledge from invalid one. The academic peer review method, the setting up of universities which regulate discourse, the birth of professional bodies as guardians of expertise, the scientific method, are but a few of such regulations. An intellectual property rights regime also regulates the legitimate use one can make of such knowledge, and which is responsible for a re-privatization of knowledge. If original copyright served to stimulate creation by balancing the rights of authors and the public, the recent strengthening of intellectual property rights can be more properly understood as an attempt at ‘enclosure’ of the information commons, which has to serve to create monopolies based on rent obtained through licenses. Thus at the end of modernity, in a similar process to what we described in the field of work culture, there is an exacerbation of the most negative aspects of the privatization of knowledge: IP legislation is incredibly tightened, information sharing becomes punishable, the market invades the public sphere of universities and academic peer review and the scientific commons are being severely damaged.

Again, peer to peer appears as a radical shift. In the new emergent practices of knowledge exchange, equipotency is assumed from the start. There are no formal rules to prohibit anyone from participation, a characteristic that could be called 'anti-credentialism' . (unlike academic peer review, where formal degrees are required ). Validation is a communal intersubjective process. It often takes place through a process akin to swarming, whereby large number of participants will tug at the mistakes in a piece of software or text, the so-called 'piranha effect', and so perfect it better than an individual genius could. Many examples of this kind are described in the book 'The Wisdom of Crowds', by James Surowiecki. Though there are constraints in this process, depending on the type of governance chosen by various P2P projects, what stands out compared to previous modes of production is the self-selection aspect. Production is granular and modular, and only the individuals themselves know exactly if their exact mix of expertise fits the problem at hand. We have autonomous selection instead of heteronomous selection.

If there are formal rules, they have to be accepted by the community, and they are ad hoc for particular projects. In the Slashdot online publishing system which serves the open source community, a large group of editors combs through the postings, and there’s a complex system of ratings of the editors themselves; in other systems every article is rated creating a hierarchy of interest which pushes the lesser-rated articles down the list. As we explained above, in the context of knowledge classification, there is a move away from institutional categorization using hierarchical trees of knowledge, such as the bibliographic formats (Dewey, UDC, etc..), to informal communal ‘tagging’, what some people have termed folksonomies. In blogging, news and commentary are democratized and open to any participant, and it is the reputation of trustworthiness, acquired over time, by the individual in question, which will lead to the viral diffusion of particular ‘memes’. Power and influence are determined by the quality of the contribution, and have to be accepted and constantly renewed by the community of participants. All this can be termed the de-formalization of knowledge.

A second important aspect is de-institutionalization. In premodernity, knowledge is transmitted through tradition, through initiation by experienced masters to those who are validated to participate in the chain mostly through birth. In modernity, as we said, validation and the legitimation of knowledge is processed through institutions. It is assumed that the autonomous individual needs socialization, ‘disciplining’, through such institutions. Knowledge has to be mediated. Thus, whether a news item is trustworthy is determined largely by its source, say the Wall Street Journal, or the Encyclopedia Brittanica, who are supposed to have formal methodologies and expertise. P2P processes are de-institutionalized, in the sense that it is the collective itself which validates the knowledge.

Please note my semantic difficulty here. Indeed, it can be argued that P2P is just another form of institution, another institutional framework, in the sense of a self-perpetuating organizational format. And that would be correct: P2P processes are not structureless, but most often flexible structures that follow internally generated rules. In previous social forms, institutions got detached from the functions and objectives they had to play, became 'autonomous'. In turn because of the class structure of society, and the need to maintain domination, and because of 'bureaucratization' and self-interest of the institutional leaderships, those institutions turn 'against society' and even against their own functions and objectives. Such institutions become a factor of alienation. It is this type of institutionalization that is potentially overcome by P2P processes. The mediating layer between participation and the result of that participation, is much thinner, dependent on protocol rather controlled by hierarchy.

A good example of P2P principles at work can be found in the complex of solutions instituted by the University of Openness. UO is a set of free-form ‘universities’, where anyone who wants to learn or to share his expertise can form teams with the explicit purpose of collective learning. There are no entry exams and no final exams. The constitution of teams is not determined by any prior disciplinary categorization. The library of UO is distributed, i.e. all participating individuals can contribute their own books to a collective distributed library . The categorization of the books is explicitly ‘anti-systemic’, i.e. any individual can build his own personal ontologies of information, and semantic web principles are set to work to uncover similarities between the various categorizations .

All this prefigures a profound shift in our epistemologies. In modernity, with the subject-object dichotomy, the autonomous individual is supposed to gaze objectively at the external world, and to use formalized methodologies, which will be intersubjectively verified through academic peer review. Post-modernity has caused strong doubts about this scenario. The individual is no longer considered autonomous, but always-already part of various fields, of power, of psychic forces, of social relations, molded by ideologies, etc.. Rather than in need of socialization, the presumption of modernity, he is seen to be in need of individuation. But he is no longer an ‘indivisible atom’, but rather a singularity, a unique and ever-evolving composite. His gaze cannot be truly objective, but is always partial, as part of a system can never comprehend the system as a whole. The individual has a single set of perspectives on things reflecting his own history and limitations. Truth can therefore only be apprehended collectively by combining a multiplicity of other perspectives, from other singularities, other unique points of integration, which are put in ‘common’. It is this profound change in epistemologies which P2P-based knowledge exchange reflects.

A third important aspect of P2P is the process of de-commodification. In traditional societies, commodification, and ‘market pricing’ was only a relative phenomenon. Economic exchange depended on a set of mutual obligations, and even were monetary equivalents were used, the price rarely reflected an open market. It is only with industrial capitalism that the core of the economic exchanges started to be determined by market pricing, and both products and labor became commodities. But still, there was a public culture and education system, and immaterial exchanges largely fell outside this system. With cognitive capitalism, the owners of information assets are no longer content to live any immaterial process outside the purview of commodification and market pricing, and there is a strong drive to ‘privatize everything’, education included, our love lives included Any immaterial process can be resold as commodities. Thus again, in the recent era the characteristics of capitalism are exacerbated, with P2P representing the counter-reaction. With ‘commons-based peer production’ or P2P-based knowledge exchange more generally, the production does not result in commodities sold to consumers, but in use value made for users. Because of the GPL license, no copyrighted monopoly can arise. GPL products can eventually be sold, but such sale is usually only a credible alternative (since it can most often be downloaded for free), if it is associated with a service model. It is in fact mostly around such services that commercial open source companies found their model (example: Red Hat). Since the producers of commons-based products are rarely paid, their main motivation is not the exchange value for the eventually resulting commodity, but the increase in use value, their own learning and reputation. Motivation can be polyvalent, but will generally be anything but monetary.

One of the reasons of the emergence of the commodity-based economy, capitalism, is that a market is an efficient means to distribute ‘information’ about supply and demand, with the concrete price determining value as a synthesis of these various pressures. In the P2P environment we see the invention of alternative ways of determining value, through software algorhythms. In search engines, value is determined by algorhythms that determine pointers to documents, the more pointers, and the more value these pointers themselves have, the higher the value accorded to a document. This can be done either in a general matter, or for specialized interests, by looking at the rankings within the specific community, or even on a individual level, through collaborative filtering, by looking at what similar individuals have rated and used well. So in a similar but alternative way to the reputation-based schemes, we have a set of solutions to go beyond pricing, and beyond monetarisation, to determine value. The value that is determined in this case is of course an indication of potential use value, rather than ‘exchange value’ for the market.
